Capitol Law Partners is a U.S. law firm with offices in Washington, DC, Virginia, New York and Minneapolis, and an Istanbul office that lets clients in Türkiye meet their American immigration attorneys in person and in Turkish. Every case is prepared under U.S. law by attorneys who practice before USCIS, the U.S. consulates and the federal courts.

Türkiye is a treaty country, so Turkish citizens can apply for the E-2 treaty investor visa by investing in a U.S. business, and much of our Istanbul work involves structuring that investment, forming the U.S. company and preparing the E-2 application for the U.S. Consulate General in Istanbul. We also prepare L-1 transfers for Turkish companies opening U.S. offices, EB-2 National Interest Waiver and EB-1A green card petitions for academics, physicians, engineers and entrepreneurs, F-1 student visas, and family-based immigrant visas processed through the National Visa Center and the consulate.

How our Istanbul office works

Consultations in Istanbul are held in Turkish or English. Petitions are filed with USCIS from our U.S. offices, and we prepare clients for their consular interviews in Istanbul or Ankara. When a visa is refused under section 214(b) or held in administrative processing under section 221(g), we review the refusal, prepare the reapplication, and where appropriate file a mandamus lawsuit in U.S. federal court to compel a decision.

Our services in Istanbul, Türkiye

Business counsel for Turkish companies entering the U.S. market

An E-2 or L-1 case begins with a properly formed and documented U.S. business. From Istanbul we coordinate entity formation, operating agreements, contracts and U.S. trademark registration with the immigration filing, so the corporate record supports the visa petition from day one.

Getting to our office

We are at Trump Towers, Residence 2901, Şişli, İstanbul 34381, on Büyükdere Caddesi near the Mecidiyeköy metro and metrobüs stations. Consultations are by appointment, in person or by phone and video, and are available in Turkish and English.

Our attorneys

The firm is led by Cagatay Ersoy, a Columbia Law School graduate who has guided Turkish investors, professionals and families through E-2, L-1, EB-1, EB-2 NIW and family-based cases for many years. Meet the full team.

Frequently Asked Questions

Are you Turkish lawyers or American lawyers?
Capitol Law Partners is a U.S. law firm. Our attorneys are admitted to practice in the United States and handle U.S. immigration, business and estate matters. The Istanbul office exists so clients in Türkiye can meet us in person and work with us in Turkish.
Can Turkish citizens get an E-2 investor visa?
Yes. Türkiye has a qualifying treaty with the United States, so Turkish citizens who make a substantial, at-risk investment in a real U.S. business they will develop and direct can apply for the E-2 visa at the U.S. Consulate General in Istanbul.
Where will my visa interview take place?
Nonimmigrant visa interviews for residents of Türkiye are generally held at the U.S. Consulate General in Istanbul or the U.S. Embassy in Ankara. Immigrant visa interviews are scheduled by the National Visa Center at the post it designates. We prepare clients for either.
My visa was refused under 214(b). Can you help?
Yes. We review what happened at the interview, identify the weaknesses in the application and the ties you demonstrated, and prepare a stronger reapplication. For visas stuck in administrative processing under 221(g), we can file a mandamus lawsuit in U.S. federal court.
Do you handle green card cases for academics and professionals in Türkiye?
Yes. We prepare EB-2 National Interest Waiver and EB-1A self-petitions for Turkish academics, physicians, engineers and entrepreneurs, file them with USCIS from our U.S. offices, and manage consular processing in Istanbul or Ankara after approval.
